Special Report: "Rats" and "black mouths" gnaw at China stocks (Reuters)

SHANGHAI (Reuters) ? Even before China's great stock market bull run of 2006-2007, Wang Jianzhong had become known as China's "god of stocks" for his prescient picks.

Such was his influence at the market's peak that reports by his company, Beijing Shoufang Investment Consulting, republished in dozens of influential newspapers and websites, were themselves often cited as a reason for a particular share price rising.

By late 2006, it was generally expected that whichever companies Wang recommended in his columns would be among the biggest gainers the next trading day in the Shanghai and Shenzhen markets.

Wang knew it as well, and put that knowledge to use.

Between January 2007 and May 2008, Wang bought shares in 38 companies, wrote reports on them, and then unloaded the stocks after his recommendations helped lift their share prices.

It was a lucrative ramping scheme. In 55 separate transactions during that time, Wang earned 125 million yuan ($19.5 million), according to regulators.

The financial sleight of hand has now given him the dubious distinction of being China's first convicted stock market manipulator. He was sentenced in August to seven years in prison and fined 125 million yuan, on top of having illicit earnings of the same amount confiscated.

While his case went hardly noticed in the Western media, Wang is now known as China's most famous "black mouth" -- a Chinese expression for a commentator who manipulates the market by talking up companies in which they have taken stakes.

Wang's case is just one high-profile example of widespread wrongdoing in China's capital markets, according to eight industry insiders interviewed by Reuters. The shady practices not only hurt millions of retail investors but create challenges for the foreign money managers and investment banks that invest their clients' cash in mainland Chinese equities.

Employees of Chinese brokerages, fund managers, and company executives are among those engaged in illicit activities, ranging from falsifying numbers on listing prospectuses to insider trading, the industry sources said.

These disclosures about how the markets are being manipulated follow a Reuters investigation into accounting fraud at Chinese companies listed in North American exchanges.

The accounting scandals exposed a subculture of bookkeeping shenanigans in Chinese finance, underscoring the dark side to the explosive growth of China's nascent financial markets and the risks to investors entering them.

FALSE IPO DATA

One of the most common of the illegal stock trading practices is including false figures for revenue and other data on IPO prospectuses, said one senior manager with a brokerage firm based in eastern China.

"It's just a bunch of bosses meeting up and filling in the forms. 'What kind of price do you want? We'll get you that price,'" said the source, who asked not to be identified for fear of repercussions.

"Often it's because someone's kid is doing a certain business, so if I help him with an IPO now, he might help me with something else down the road."

Another practice involves collusion between company executives and major institutional investors. They get together ahead of a planned secondary share offering, and agree to ensure the company's share price performs well enough to attract demand for the offering.

The investors then dump the shares after the offering when the share price has reached a high enough level. Along the way, commentators help talk up the stock among retail investors amid well-timed releases of positive news on the company, said another industry source, again on condition of anonymity.

"We'll set it up for them. Everyone will get together in a room and work out a schedule," the source said. "We'll know when the stock will reach a certain point, and set a target for when those involved will aim to get out."

The source declined to give names of particular companies affected by such practices for fear of incriminating his firm. But it is not uncommon to see share prices of some listed companies, especially smaller firms listed in the southern boomtown of Shenzhen, experience massive run-ups followed by precipitous falls after a secondary offering.

To be sure, that type of scheme is facilitated by the herd mentality of China's retail investors, who account for some two-thirds of stock market turnover and are known to trade on very short-term horizons based less on fundamentals than on daily rumors about policy support for certain sectors or deals by individual companies.

The sheer amount of effort the China Securities Regulatory Commission (CSRC) has devoted to combating the problem of insider trading is one indication of the extent of the problem.

The CSRC has in the past year published more than half a dozen statements about insider trading on its website, in addition to holding symposiums on the issue, after China's cabinet ordered a crackdown late last year.

The CSRC declined repeated requests for comment. But the regulator said in a statement on its website (http://www.csrc.gov.cn)

this month that it had taken on 83 new cases of market malpractice in the first half of this year, including 45 cases of insider trading.

"In the second half, with changes happening in market conditions and uncertainty in the external environment, illegal activities will take on new forms," CSRC warned in the statement. The regulator said "it will continue to prioritize the crackdown on insider training ... 'rat trading' and illegal information disclosure."

RATS' NESTS

The misuse of private trading accounts by mutual fund managers is a practice, which like that of "black mouths," is common enough to have been given a colorful nickname in Chinese: "rat trading."

The rats are fund managers who buy securities in their own personal trading account ahead of large purchases of the same security by their fund house, hoping to profit from a rise in the share price from their firm's larger transactions.

The CSRC has been especially cracking down on this practice because it is holding back the development of the mutual fund industry. In one illustrative case, the regulator meted out punishment to Huang Lin, former money manager at Franklin Templeton Sealand Fund Management Co in Shanghai.

Using an account in an associate's name, Huang, 32, bought or sold stocks from May 2007 to July 2008 ahead of transactions in the same stocks by the mutual fund he managed, the CSRC said.

Ironically, the 15 illegal transactions, which involved eight stocks, including Ningbo Huaxiang Electronics and Huafa Industrial, resulted in a loss for Huang of 54,000 yuan, according to the watchdog, which said it collected evidence from trading and chatroom records.

The regulator barred him from working in the fund industry and fined him 300,000 yuan.

In the mutual fund industry, perhaps more than anywhere else, investor distrust is holding it back. The fund industry's assets under management have fallen steadily, to the point their equity holdings now account for only 19 percent of China's total trade able share capitalization, down from a third in 2007, according to Huatai United Securities.

"I suspect 'rat trading' has been quite rampant in the industry and only a fraction of such malpractices have been caught," said Zhang Haochuan, head of research at fund consultancy Z-Ben Advisors. "This has certainly hurt the industry's growth."

The reluctance of small retail investors to entrust their cash with professional money managers has, in turn, helped perpetuate a speculative investment culture that almost guarantees a volatile market, with amateurs engaged in herd-like day trading.

With distrustful investors avoiding mutual funds, the market is starved of stable long-term stock investments, the type that has helped support more mature markets.

That is at least one reason why China's stocks have not performed in line with record corporate profits and booming economic growth, which has averaged in the double digits for most of the last decade, analysts say.

The Shanghai Composite Index fell 14 percent in 2010, when it was one of the world's worst performers despite the more than 10 percent growth in the economy. It is down another 14 percent so far this year.

CAUGHT IN OWN TRAP

Sometimes the rats get caught in their own trap.

In one example, real estate executive Qing Shaoqiu bought more than a million shares in the company he chaired, Shanghai Xingye Resources Holdings, just hours ahead of a share suspension, betting a merger his company was planning to announce would lead to a jump in share price.

It ended up being scrapped due to adverse market conditions, leading to sharp falls in Xingye's share price. When trading resumed, Qing was stuck with a 2 million yuan loss.

Not only that, last November the CSRC fined Qing, now 40, 200,000 yuan for insider trading, barred him for life from China's capital markets and banned from serving as an executive on any listed company for five years.

Such practices pose huge headaches for the 116 foreign institutions allowed to trade on China's equity and bond markets through the Qualified Foreign Institutional Investor (QFII) program.

Smaller companies can be especially challenging, many of them listed on the small- and medium-sized enterprise board and Nasdaq-style "innovation board" in Shenzhen, bordering Hong Kong. Their share prices are easier to influence by virtue of their smaller size, analysts say.

The CSRC has strict reporting requirements for the more than 2,200 companies listed in Shanghai and Shenzhen, but many analysts question the quality of the data, especially that of the smaller companies.

"You have some pretty creative accounting techniques that Chinese companies often use," said Kent Kedl, managing director of Greater China and North Asia with consultancy Control Risks.

"Some will have one set of books internally, one set of books for the tax authorities, and another one to potentially show investors. It's a pretty common thing."

That makes it essential for foreign investors to have an on-the-ground presence to oversee investment targets, said Ching Shao, chief executive and co-founder of the SMC China Fund in Shanghai.

"You really need to do your own due diligence," she said. "Not only talking to the companies, but going to talk to their competitors, their enemies, their suppliers -- the people who conduct business with them," she said. "That's really the very reliable source."

TOUGHER PENALTIES

Companies have gone to unusual lengths to corner any "rat traders."

"When you come in at 8:30 in the morning, you hand over your mobile phone. Then from the time you walk into your office to the time you sit down at your workstation, you're on camera," one fund industry source said.

"Once you log in, you're getting screen shots of your desktop every three or seven seconds. But what's the reality? Everybody's got three mobile phones because their line is recorded, so they use their mobile phones. And it happens a lot."

The problem is part of a much larger China syndrome. Whether it's food safety or rampant counterfeiting, those who want to cheat or cut corners will usually find a way around any restrictions, because enforcement resources are so woefully inadequate.

Industry participants have called for stiffer penalties for offences, and some point to the increasing trend of criminal penalties, including jail terms such as Wang's, as a sign of progress.

In many ways, the problems with China's markets are growing pains. The stock markets were established just over 20 years ago, and some of the problems of manipulation and insider trading that have cropped up also plagued more developed markets, especially when they were at a similar stage of development.

FAIR PLACE TO GAMBLE

Many retail investors shrug off the inherent disadvantage they face, with so many insiders privy to so much information that they are not. That includes the chronic leaking of important economic data, prompting the statistics agency to crack down on the practice this year.

"This market isn't healthy, it isn't fair, but what can I do?" said Ms. Xu, a 56-year-old retired worker, monitoring the prices of shares she had bought at a brokerage in the eastern city of Hefei, in Anhui province.

"I'm retired, and don't have much else to do. At least this way I can come here every day, have something to do, and the chance of making a little money," she said, surrounded by other retail investors, many of whom passed the time by knitting sweaters and playing cards.

While some individual investors might be resigned toward the market manipulations, the Chinese government itself has much higher expectations, announcing plans to turn Shanghai into a global financial center by 2020.

"Things have actually been improving quite a lot, especially for larger enterprises," said Geng Xiao, an economist who formerly worked for the Hong Kong Securities and Futures Commission and is now director of research for the Fung Global Institute in Hong Kong.

But, he added, regulators need to do more to stamp out insider trading and other market malpractices. They need to provide better oversight, particularly of smaller companies, if they hope to make China's capital markets serve their ultimate function of channeling investment to the most deserving ends.

They will never be able to erase the rambling-gambling nature of China's markets, he said.

"I'm not against it being a casino, because it is in a way," he said. "But it has to be a fair, efficient casino. And then you can use that to diversify risk and allow people to help the real sector."

Man City suspend "finished" Tevez (Reuters)

MANCHESTER, England (Reuters) ? Manchester City suspended Carlos Tevez on Wednesday while they investigate his conduct in their Champions League match at Bayern Munich in which manager Roberto Mancini said the striker had refused to come on as a substitute.

Mancini told reporters that the Argentine had ignored his instruction to warm up early in the second half of Tuesday's 2-0 defeat and that Tevez was "finished" while he was manager.

Tevez, who has found controversy follow him from club to club, denied refusing to play and the Premier League outfit are now trying to get to the bottom of what happened.

"Tevez has been suspended until further notice for a maximum period of two weeks," the club said in a statement on their website (mcfc.co.uk).

"The player's suspension is pending a full review into his alleged conduct during Tuesday evening's 2-0 defeat to Bayern Munich.

"The player will not be considered for selection or take part in training whilst the review is under way."

Tevez, who is ruled out of Saturday's league trip to Blackburn Rovers before the two-week international break, earlier sought to placate City fans whom he has already angered over the past year with his open desire to leave the club.

"There was some confusion on the bench and I believe my position may have been misunderstood," he said in a statement, according to local media.

"I would like to apologise to all Manchester City fans, with whom I have always had a strong relationship, for any misunderstanding that occurred in Munich.

"They understand that when I am on the pitch I have always given my best for the club. In Munich on Tuesday, I had warmed up and was ready to play.

"This is not the right time to get into specific details as to why this did not happen. But I wish to state that I never refused to play. Going forward, I am ready to play when required and to fulfil my obligations."

If Mancini sticks to his guns, Tevez's words will fall on deaf ears at a club whose patience he has tested several times.

Last December he put in a transfer request that the club turned down, while he lodged another at the end of last season citing family reasons.

He made scathing comments about Manchester on an Argentine chat show in June, saying the city "has nothing" and is "very expensive" and that he was "never going back to Manchester, not even on holiday".

'DISGRACE TO FOOTBALL'

He nevertheless returned after a planned return to Brazilian club Corinthians fell through but was stripped of the club captaincy and found himself relegated to the bench as compatriot Sergio Aguero was paired with Edin Dzeko up front.

It is a major fall from grace for the player who won City fans' hearts with his work rate and goals after a controversial move across the city from Manchester United in 2009.

His arrival in the blue side of the northwest English city created a storm when City posted a giant 'Welcome to Manchester' billboard following his defection.

It was a sign of things to come and also the latest in a chain of headline-grabbing issues that Tevez has been at the centre of during his time in England, despite City breaking a long trophy drought by winning the FA Cup in May.

His first English club West Ham United were fined for breaking rules on third-party agreements regarding player transfers when signing him from Corinthians in 2006.

There followed a protracted legal battle with Sheffield United, who sued West Ham for the cost of relegation saying the Londoners should have faced the drop instead because they ought to have been given a points deduction as well as the fine.

After two years, the clubs settled out of court. In the meantime, Tevez joined Manchester United in another controversial deal involving more player ownership issues.

He then upset United fans by moving down the road to City.

Pakistan tells U.N. committed to peace in Afghanistan (Reuters)

The outgoing chairman of the U.S. military's Joint Chiefs of Staff, Admiral Mike Mullen, last week described the Haqqani network, the most violent faction among Taliban militants in Afghanistan, as a "veritable arm" of Pakistan's ISI spy agency.

He also accused Pakistan of providing support for the group's September 13 attack on the U.S. Embassy in Kabul, allegations that have infuriated Islamabad.

Khar suggested that current tensions between Pakistan and its partners were partly due to the difficulties they are all facing in their fight against terrorism, adding that it was important not to prematurely judge one's allies.

"Given the volatility of the situation, it is perhaps understandable that there is a high level of anxiety and emotions," she said.

"But we must not lose sight of the goals," Khar said. "We must work closely and as responsible partners in a cooperative manner and not rush to judgments or question each other's intentions."

Khar reiterated that she and the rest of her government "condemn the recent terror attacks in Kabul in which many precious lives were lost."

She also praised the record of Pakistan's ISI in combating al Qaeda.

"It is well known that following the Tora Bora bombing and consequent dispersal of al Qaeda it was Pakistan's intelligence and security agencies that interdicted a large number of al Qaeda operations," Khara said.

"Very recently, (Younis) al-Mauritani, the chief operative of al Qaeda, was arrested in a joint ISI and CIA operation," she said.

Khar said her country was firmly committed to combating terrorism and militancy.

"Pakistan has reached out to all countries of the world to establish mechanims and arrangements ranging from intelligence cooperation, mutual assistance in legal and criminal matters, as well as joint operations where required," she said.

But it was vital for allies to remain united.

"We must demonstrate complete unity in ranks, avoid any recrimination, build greater trust and, more importantly, bring about the requisite operational coordination in combating this menace," she said. "Otherwise only the terrorists will gain."

Dolce&Gabbana puts on a summer fair (AP)

Tossing the current global bad news to the wind, the designing duo Dolce&Gabbana did just that, turning the runway into an Italian summer fair, complete with traditional multicolored lights and open air market goodies.

Inspiration for the spring-summer 2012 collection shown Sunday was actress Sophia Loren at her sexiest when she danced the mambo in a 1955 Italian film.

Front-row guest American actress Scarlett Johansson, the face for Dolce&Gabbana's cosmetic line, wore a beige body-hugging gown from the maison and followed the show with particular interest.

To the beat of "Ehi Mambo" sung on tape by Loren herself, the models swung their hips down the runway in halter sun dress with full skirt and small waist or bra tops paired with shorts, all worn with fetching high heeled sandals. Many of these outfits were cheerfully printed with riches from the Italian south, from oranges and lemons to red peppers, eggplant and onions.

"It was hard to make onions look sexy," Stefano Gabbana joked with reporters before the show.

Not only did the duo print fabric with fruits, vegetables, and different shapes of pasta, but they managed to turn garlic cloves into earrings and macaroni pasta into a handle on a raffia bag.

The show finale was a burst of color reminiscent of the fireworks at the end of the fair.

Sixty-six models in beauty queen bathing suits decorated with colored glass beading which reflected the lights above, marched down the runway to the mambo beat. The audience clapped along.

After his team fielded two hours of technical questions, some a bit sharp, from a skeptical audience Friday, Ereditato had a beer in hand and was asked about the idea that his work was challenging the secular saint of modern physics.

"Yes, that's why I'm concerned," he said with a laugh.

There's a long history of experimental results that at first seem to contradict relativity, only later to be found to fit neatly with the theory Albert Einstein loved for its simplicity and elegance.

"It's dangerous to lay odds against Einstein," said Rob Plunkett, a physicist at the Fermilab near Chicago who has tried similar speed-of-light experiments and will now try to test the new findings.

Even Einstein himself was wrong in 1929 when he called his cosmological constant his "biggest blunder." He introduced the constant in his general relativity theory as a force that keeps the universe from collapsing. In 1998, new findings showed that the universe is accelerating and that in general Einstein's "blunder" wasn't a mistake.

Harvard University science historian Peter Galison said Einstein's relativity theories have been challenged and "pushed on as hard as any theory in the history of physical sciences ever" and they have survived.

The elegance of Einstein's theory and its proven track record are why nearly every one of the more than a dozen physicists contacted by The Associated Press about the new findings has been cautious, skeptical or downright disbelieving.

The research is the result of a collaboration between France's National Institute for Nuclear and Particle Physics Research and Italy's Gran Sasso National Laboratory.

The scientists fired a beam of neutrinos 454 miles (730 kilometers) underground from Geneva to Italy. They found it traveled 60 nanoseconds faster than light. That's 60 billionths of a second, a time no human brain could register.

"You could say it's peanuts, but it's not. It's something that we can measure rather accurately with a small uncertainty," Ereditato told the AP.

On Friday, hundreds of scientists packed an auditorium at CERN, the European Organization for Nuclear Research, on the Swiss-French border to hear the details. Physicists on the team said they were as surprised as their skeptics about the results, which appear to violate the laws of nature as we know them.

Going faster than light is something that is just not supposed to happen, according to Einstein's 1905 special theory of relativity. The speed of light ? 186,282 miles per second (299,792 kilometers per second) ? has long been considered the cosmic speed limit.

"If you find some matter particle such as the neutrino going faster than light, this is something which immediately shocks everybody, including us," Ereditato said.

The experiment needs to be independently reviewed ? most likely by teams in the U.S. or Japan.

"If this result holds, and I kind of doubt it, it means we'll have to rewrite all of modern physics," said Kaku, author of the book "Physics of the Future" and host of a Science Channel television show. "Einstein has come out ahead every single time. However, this time you're talking about the largest particle accelerator in the world registering a significant deviation in relativity."

Columbia University physicist Brian Greene said he would "bet just about everything I hold dear that this won't hold up to scrutiny." But even if the results are confirmed, Einstein's theories will need more of a patch than anything else, he said.

Ereditato agreed.

"When Einstein did his relativity, it didn't destroy what Newton did. In fact, Newton explains 99.9 percent of what is happening around us. But still, in some special conditions of matter, you are forced to use special relativity," Ereditato said. "Now suppose we would find one day that under extreme conditions you have to take into account corrections to what we know now. This doesn't mean that Einstein's wrong."

And this is the glory of science, said Don Howard, who lectures on Einstein and heads the Reilly Center for Science, Technology and Values at Notre Dame University. Experiments are allowed, even encouraged, to challenge pillars of science.

"Everything is up for grabs," Howard said. "Even a genius like Einstein."

(AP) ? A 6-ton NASA satellite on a collision course with Earth clung to space Friday, apparently flipping position in its ever-lower orbit and stalling its death plunge.

The old research spacecraft was targeted to crash through the atmosphere sometime Friday night or early Saturday morning, putting the U.S. back in the potential crosshairs, although most of the satellite should burn up during re-entry.

"It just doesn't want to come down," said Jonathan McDowell of the Harvard-Smithsonian Center for Astrophysics.

McDowell said the satellite's delayed demise demonstrates how unreliable predictions can be. That said, "the best guess is that it will still splash in the ocean, just because there's more ocean out there."

Until Friday, increased solar activity was causing the atmosphere to expand and the 35-foot satellite to free fall more quickly. But late Friday morning, NASA said the sun was no longer the major factor in the rate of descent and that the satellite's position, shape or both had changed by the time it slipped down to a 100-mile orbit.

"In the last 24 hours, something has happened to the spacecraft," said NASA orbital debris scientist Mark Matney.

NASA cautioned there was now a slim chance any surviving debris would land in the United States. Earlier this week, NASA said North America would be in the clear.

"It is still too early to predict the time and location of re-entry with any certainty," NASA said in a statement.

The Aerospace Corp., which tracks space debris, estimates the strike will happen sometime between about 6 p.m. and 4 a.m. EDT, which would make a huge difference in where the debris might wind up. Those late-night, early morning passes show the satellite flying over parts of the United States.

Any surviving wreckage is expected to be limited to a 500-mile swath.

The Upper Atmosphere Research Satellite, or UARS, will be the biggest NASA spacecraft to crash back to Earth, uncontrolled, since the post-Apollo 75-ton Skylab space station and the more than 10-ton Pegasus 2 satellite, both in 1979.

Russia's 135-ton Mir space station slammed through the atmosphere in 2001, but it was a controlled dive into the Pacific.

Some 26 pieces of the UARS satellite ? representing 1,200 pounds of heavy metal ? are expected to rain down somewhere. The biggest surviving chunk should be no more than 300 pounds.

Earthlings can take comfort in the fact that no one has ever been hurt by falling space junk ? to anyone's knowledge ? and there has been no serious property damage. NASA put the chances that somebody somewhere on Earth would get hurt at 1-in-3,200. But any one person's odds of being struck were estimated at 1-in-22 trillion, given there are 7 billion people on the planet.

"Keep in mind that we have bits of debris re-entering the atmosphere every single day," Matney said in brief remarks broadcast on NASA TV.

In any case, finders definitely aren't keepers.

Any surviving wreckage belongs to NASA, and it is against the law to keep or sell even the smallest piece. There are no toxic chemicals on board, but sharp edges could be dangerous, so the space agency is warning the public to keep hands off and call police.

The $740 million UARS was launched in 1991 from space shuttle Discovery to study the atmosphere and the ozone layer. At the time, the rules weren't as firm for safe satellite disposal; now a spacecraft must be built to burn up upon re-entry or have a motor to propel it into a much higher, long-term orbit.

NASA shut UARS down in 2005 after lowering its orbit to hurry its end. A potential satellite-retrieval mission was ruled out following the 2003 shuttle Columbia disaster, and NASA did not want the satellite hanging around orbit posing a debris hazard.

Space junk is a growing problem in low-Earth orbit. More than 20,000 pieces of debris, at least 4 inches in diameter, are being tracked on a daily basis. These objects pose a serious threat to the International Space Station.

Remote India villages reached; quake toll hits 106 (AP)

MANGAN, India ? Rescuers on Thursday finally reached some of the villages in India's remote northeast that were cut off by a powerful earthquake in the Himalayan region last weekend, as the death toll in the disaster climbed past 100.

Rescue efforts following Sunday's magnitude-6.9 quake, which also struck parts of Tibet and Nepal, were slow-going because heavy rains kept helicopters grounded and mudslides triggered by the disaster blocked roads leading into remote, mountainous terrain.

As the weather improved Thursday, with no rain, helicopters were able to ferry relief workers to some inaccessible areas for the first time, said R. Sahu, an Indian air force spokesman. Other workers moved forward on the ground, using heavy machinery and dynamite to clear roads.

Sahu said nine villages with a combined population of nearly 1,000 were still cut off, but that aircraft had been able to drop rice and other supplies to stranded residents.

India's Home Minister Palaniappan Chidambaram on Thursday visited some of the hardest-hit areas and said the army assured him that by Friday at the latest they would be able to access the nine villages by road.

Two injured people from Chungthang, one of the worst-hit villages, were taken by helicopter to a hospital, Sahu said.

Nearly 200 homes were damaged in Chungthang, which has a population of nearly 2,000 people. Fearing aftershocks, most residents, especially women and children, have been spending the nights in a Sikh shrine that also provides them with food.

Police said seven bodies were found in the Mangan area close to the epicenter of the quake.

The army on Thursday evacuated 70 foreign tourists from the quake-hit areas, according to TimesNow television news channel. The state's more than 200 Buddhist monasteries and Himalayan vistas draw about 20,000 foreign tourists per year.

The 106 confirmed deaths from the quake were spread across a wide swath of the sparsely populated Himalayan region, with officials reporting 75 dead in the worst-hit state of Sikkim, 12 in West Bengal, six in Bihar, six in the neighboring Nepal and another seven in the Chinese region of Tibet.

Word on casualties and damage from the cutoff villages has been slow to come by, and the toll was expected to rise.

On Wednesday, officials finally made their way to a remote hydroelectric project in the region where they confirmed that 17 people had been killed in quake-triggered landslides and another person was missing.

Sikkim's chief minister, Pawan Kumar Chamling, told reporters Wednesday that according to initial estimates, the earthquake had caused losses and damage worth 1 trillion rupees ($22 billion).

The region has been hit by major earthquakes in the past, including in 1950 and 1897.
